Constitution of The Welsh Police Football Association

NAME

The Association shall be called the Welsh Police Football Association.

OBJECT

The object of the Association shall be to promote Police football, and to foster good relationships, through football both inside and outside the police service.

MEMBERSHIP

All police forces in Wales are considered members of the Association, they may at the discretion of the management committee be asked to pay an annual subscription, the amount of which shall be at the discretion of the management committee.

AUTHORITY

The Association operates under the authority of the Police Athletic Association and is affiliated to the Football Association of Wales.

The Association shall have jurisdiction over all matters connected with the Welsh Police Cup, the Wilkinson Sword Trophy, and any other competition the Association may wish to introduce. The Association shall also have power to deal with any misconduct or breach of the rules in any of the above competitions, by any club, official or player of a club in membership of the Association. Any person dealt with by the Association for breach of rules or misconduct shall have the right to appeal to the annual general meeting, or the Football Association of Wales.

Such appeals must be lodged in writing to the Secretary of the Association, by recorded delivery or registered post within seven days of receipt of the notice of the decision of the Association, accompanied by a deposit of £10 which will be forfeited if the appeal is not upheld.

The Association shall have power to make or amend the rules of any competition run by the Association, and these shall be binding on all concerned.

ANNUAL GENERAL MEETING AND SPECIAL GENERAL MEETINGS

The Annual General Meeting shall be held in May each year. A special general meeting may be called at the discretion of the Management Committee, or on receipt of a request, by at least two member clubs, giving at least fourteen days notice of such a meeting, together with an agenda of business.

Any serving police officer in a Welsh police force shall be eligible to vote at the Annual General Meeting. Life Members may also attend, and shall have voting power. In the event of votes being equal, the Chairman shall have the casting vote.

The yearly account of the Association, shall be presented to the Annual General Meeting.

The Committee of the Association may grant an honorarium to any officer of the Association.

ELECTION OF OFFICERS

At the Annual General Meeting of the Association Officers shall be appointed and shall consist of Chairman, Vice-Chairman, Secretary and Treasurer (assistant secretary and treasurer may also be appointed at the discretion of the meeting). Only serving or retired police officers may be elected to hold office. The Secretary and Treasurer shall be entitled to vote at any committee meeting and shall keep an accurate record of the minutes of the meetings, and the accounts of the Association. All nominations for officials must be sent in writing to the Secretary by 30th April that year. Officers standing for reelection, need not be nominated each year.

COMMITTEE

Each of the four constituent Welsh Police forces shall be entitled to nominate two members to serve on the Welsh Police Football Association Committee, these members to serve on the committee until the following Annual General Meeting of the Association. These members must be employed by, or retired employees of the nominating police authority, but at least one of the forces, two representatives, must be a serving police officer and nominated prior to the Welsh Police Annual General Meeting.

Should any constituent force soccer section, decline or refuse to nominate two representatives to the Welsh Police Committee, the Annual General Meeting or if they are unable to decide, then the Committee, should appoint persons to these posts. Where possible, these representatives should appoint persons serving in the constituent force concerned. If there are no obvious candidates from that force, then they may appoint anyone who fulfils the criteria for committee membership.

The Chairman, or in his absence, the Vice-Chairman, should preside at all meetings. Should both be absent, the committee shall have power to elect one of its number to act as Chairman, and he shall have a casting vote as well as a deliberate vote.

DRAWS FOR COMPETITIONS

These shall be made by the management committee.

LIFE MEMBERSHIP

Life membership shall be granted at the discretion of the management committee to anyone who, in their estimation, greatly assisted or contributed to the running, organisation, enhancement or furtherance of the Welsh Police Football Association. All Life Members have a vote.

HONORARY LIFE MEMBERSHIP

May be awarded by the management committee to any person not in the police service who in their estimation has achieved the criteria for Life Membership outlined above, and they too shall have a vote.

ELIGIBILITY

As P.A.A. Rules.

MANAGER

The Manager shall be appointed at the first Committee Meeting, following the Annual General Meeting, and on his appointment he shall automatically become a full committee member with a vote. The manager will choose his assistant.

ALTERATION TO CONSTITUTION

In the event of any alteration to the constitution being considered necessary, notice of the proposed alteration shall be sent in writing to the Association Secretary to arrive not later than fourteen days before the date of the Annual General Meeting, and such alteration shall not be adopted unless it receives a two thirds majority vote at the Annual General Meeting.

QUORUM

At all meetings of the Association, four members shall form a quorum.

ORDER OF BUSINESS

The minutes of the last meeting shall be adopted as being a correct record of what took place at the meeting to which it refers, unless a motion is made to the contrary (the minutes having been circulated to all committee members prior to the meeting).

MATTERS ARISING

Any matters arising from the minutes of the previous meeting shall be discussed at this time, unless they forrn part of the agenda for the meeting in hand.

LETTERS

The secretary to inform the meeting of all letters both received and sent by the Association since the last meeting.

ITEMS FOR DISCUSSION

Any member of the management committee may put an item for discussion on the agenda, but he must contact the secretary and inform him of the item, not later than three days before the date of the meeting.

ANY OTHER BUSINESS

This shall only be allowed at the discretion of the Chairman, and where it is allowed, it shall be the last item on the agenda for the meeting, apart from the decision as to the date time and venue for the next meeting.
